Overview

A growing international organization is seeking an HR Specialist to oversee the full spectrum of HR operations within a small-scale business environment. This standalone HR position supports approximately 40 employees and offers broad exposure across recruitment, payroll, employee relations, and HR administration.

The role is ideal for candidates who enjoy hands-on HR operations, cross-functional collaboration, and working closely with leadership in a dynamic environment.

Position Summary

The HR Specialist will manage day-to-day HR operations including onboarding, payroll coordination, attendance management, recruitment support, and employee relations. The position requires strong knowledge of Japanese labor practices and the ability to independently manage HR processes while collaborating with internal stakeholders and external vendors.

Key Responsibilities
HR Operations
  • Manage end-to-end HR processes including onboarding, offboarding, recruitment, employee development, and performance evaluation

  • Handle attendance management and labor-related administrative tasks

  • Process monthly payroll operations and coordinate with external vendors where required

  • Prepare employment-related documents and certificates

Employee Relations & Compliance
  • Provide guidance to employees regarding labor laws, workplace policies, and HR procedures

  • Support labor relations activities and ensure compliance with internal policies and Japanese labor regulations

  • Coordinate with external labor consultant offices as needed

Organizational Support
  • Execute HR and organizational initiatives in collaboration with internal departments

  • Support improvements to HR operations and administrative processes

  • Assist with employee engagement and workplace support initiatives

Qualifications
Required
  • Approximately 5 years of practical HR experience across multiple HR functions

  • Business-level Japanese and conversational-level English

  • Associate degree or higher

Preferred
  • Experience with payroll and compensation operations

  • Experience coordinating with external vendors or labor consultants

  • Experience handling onboarding/offboarding and recruitment administration

  • Knowledge of Japanese labor law and HR compliance

  • Experience creating or revising company work regulations is a plus

  • HR experience within multinational companies or small organization environments

  • Strong communication and stakeholder management skills

  • Basic proficiency in Microsoft Office applications including Word, Excel, and PowerPoint
