Statement of Work (SOW)

Services and Deliverables

The service provider shall deliver the following engineering, site verification, and reporting services to the client in order to reduce EHS (Environmental, Health, and Safety)–related risks to an acceptable level for the company at a construction site located in Hiroshima Prefecture, including the existing factory and adjacent land where new facility construction is underway.

Roles and Staffing

Positions:

  • EHS Engineer (Civil/Structural/Architectural) – 2 persons

  • EHS Engineer (Electrical) – 2 persons

  • EHS Patroller – 1 person

Working Hours:
Monday to Friday, excluding weekends, national holidays, and client-specified holidays
8:30 a.m. – 5:15 p.m. (7.75 working hours with a 60-minute break)

Expertise Required

  • EHS Engineer (Civil/Structural/Architectural): Technical expertise in civil and building engineering.

  • EHS Engineer (Electrical): Technical expertise in electrical engineering.

Scope of Work

1. Engineering Services

  • Conduct Design for Safety (DFS) reviews of construction designs prepared by the main design contractor. Verify that all legal, regulatory, and company-specific requirements have been incorporated, and request corrective actions as necessary.

  • Review and comment on Job Hazard Analyses (JHA), risk assessments, and work procedures prepared by the main construction contractor and the client’s construction management team.

  • For high-risk activities requiring a Permit to Work (PTW), review applications to ensure appropriate risk assessments and compliance with defined procedures.

  • Support internal or third-party EHS audits by providing technical guidance and feedback on audit responses.

  • Provide technical advice and recommendations from an EHS perspective on all engineering matters related to construction, helping reduce risks to acceptable levels.

2. Site Verification Services

  • Verify that on-site work complies with legal requirements, company EHS standards, and other accepted project criteria. Provide technical advice and request corrective measures when necessary.

  • Confirm that high-risk activities are executed only under approved PTW conditions, based on adequate risk evaluations and plans.

  • Review ongoing construction activities from an EHS standpoint, offering guidance to minimize risk.

  • Immediately stop work and notify relevant stakeholders if any violations or unsafe deviations are identified. Investigate root causes and ensure corrective and preventive actions are implemented.

3. Reporting Services

  • Prepare periodic progress and issue reports based on project KPIs, and present findings during EHS-related meetings.

  • Document any non-conformities or deviations and submit reports to the relevant project stakeholders.

  • Analyze inspection data, including observations and best practices, using statistical methods, and share the results with the project team.

  • Provide technical advice and recommendations upon request from project EHS representatives.

EHS Patroller Responsibilities

1. Site Verification

  • Ensure that all on-site activities comply with applicable laws, company standards, and approved work procedures.

  • Confirm that high-risk activities are conducted only after obtaining valid PTWs and in accordance with permit conditions.

  • Stop work immediately and report to stakeholders in case of violations or unsafe deviations, investigate root causes, and follow up on corrective measures.

2. Reporting

  • Record and report observations and good practices from site inspections using project-specified templates.

  • Present findings in EHS-related meetings when required.

  • Summarize inspection results weekly or monthly in reports defined by the project’s EHS team.

  • Upon request, verify on-site EHS management conditions and submit written reports to project stakeholders.

Work Location

Services shall be performed primarily at the client’s construction site and related facilities in Hiroshima Prefecture.

Remote work for engineering tasks may be permitted under exceptional circumstances; however, due to the nature of the work, frequent on-site reviews are essential. The contractor must maintain a structure that allows prompt and consistent execution of on-site inspections.
