Senior Program Manager – Public & Government Affairs

Overview

This role offers an exciting opportunity to help shape and grow a Public & Government Affairs team that integrates business strategy, government relations, sustainability, and political risk advisory. The team supports clients in navigating complex regulatory and geopolitical landscapes, while building trust among diverse stakeholders.

The Senior Program Manager will report to the Managing Director for Japan and play a key role in establishing and promoting the Public & Government Affairs function both locally and globally. The position involves collaboration with internal teams across markets and engagement in projects addressing policy, corporate reputation, and stakeholder management in Japan and abroad.

Key Responsibilities

  • Contribute to the expansion and development of the Public & Government Affairs team and business initiatives in Japan.

  • Oversee daily account operations and act as a main client contact, particularly for projects within the healthcare sector.

  • Research, analyze, and prepare concise reports on complex policy and business issues.

  • Advise clients on strategies to protect and enhance their interests amid regulatory change, market uncertainty, and global challenges.

  • Support and execute stakeholder engagement programs for both domestic and international clients.

  • Manage client deliverables and coordinate with internal cross-functional teams to ensure high-quality outcomes.

  • Assist in preparing business development proposals and presentations for prospective clients.

  • Conduct market and policy research to support client strategy and planning.

  • Help manage budgets, monitor project progress, and support account operations.

  • Contribute to thought leadership initiatives on topics relevant to public affairs and corporate trust.

  • Provide guidance and feedback to junior team members, fostering collaboration and professional growth.

Qualifications & Experience

  • 5–7 years of relevant experience in government, corporate affairs, consulting, associations, or NGOs.

  • Knowledge of Japanese healthcare policy or relevant networks is a strong advantage.

  • Experience engaging with both public and private sectors.

  • Business-level English proficiency; Japanese fluency preferred.

  • Strong understanding of political, social, and economic dynamics in Japan and globally.

  • Excellent written and verbal communication skills, with the ability to convey complex topics clearly.

  • Strong client relationship management and presentation skills.

  • Team-oriented mindset with integrity, humility, and openness to feedback.

  • Proficiency in Microsoft Office (Word, PowerPoint, Excel, Teams) and familiarity with digital communication tools.

  • Demonstrated ability to manage budgets, timelines, and cross-functional collaboration.

  • Curiosity, adaptability, and a proactive approach to learning and problem-solving.
