Job Title: HQ HR Manager
Location: Tokyo (commutable to Waseda office)
Employment Type: Full-time, Open-ended contract
Position Overview
As HQ HR Manager, you will oversee HR and general affairs operations, ensuring effective people management, compliance with Japanese labor law, and continuous improvement of HR practices. You will lead a team, drive talent acquisition, and support organizational development through strategic HR initiatives.
Key Responsibilities
Team Leadership: Supervise 3–5 staff, set objectives, evaluate performance, and foster team growth.
Talent Acquisition & Retention: Lead recruitment, onboarding, and exit processes; monitor engagement and improve employee experience.
Performance & Development: Oversee evaluation systems; support managers with coaching; collaborate on training and L&D initiatives.
Compensation & Benefits: Ensure competitive and compliant remuneration in alignment with organizational policies.
HR Operations: Manage payroll, social insurance, contracts, HR data, and reporting for audits and budgets.
Employee Relations: Advise on HR policies, ensure a safe and inclusive workplace, and support resolution of employee relations issues.
General Affairs: Oversee office environment, equipment, contracts, travel, health & safety, and business continuity planning.
Projects & Improvements: Lead HR/GA projects, introduce new systems, and drive operational efficiency.
Qualifications
5+ years’ experience in HR management and employee relations.
Strong knowledge of Japanese labor law and HR regulations.
Proven leadership, project management, and change management skills.
Excellent interpersonal and communication skills (listening, negotiation, problem-solving).
Native-level Japanese and business-level English required.
PC skills: Excel, Word, PowerPoint.
Strong interest in humanitarian/NGO work preferred.
