II. Position Scope

The Manager, People & Organization (P&O) oversees and delivers the full range of human resources functions for the Japan office of a multinational organization. The role ensures full compliance with Japanese labor legislation while aligning local practices with global corporate standards and values.

This position plays a central role in building a high-performance and engaged workplace culture by combining operational HR leadership with hands-on coaching and advisory support for managers and employees.

III. Role Summary

The P&O Manager leads end-to-end HR operations, including talent acquisition, onboarding and offboarding, employee relations, performance management, compensation and benefits, compliance, and culture initiatives.

The role acts as a trusted advisor to leadership and staff, fostering a positive, compliant, and performance-driven environment.

IV. Key Responsibilities

1. P&O Operations

  • Oversee all People & Organization processes, including recruitment administration, onboarding, offboarding, payroll coordination, and benefits management

  • Ensure strict adherence to Japanese labor laws, tax regulations, and social insurance requirements

  • Maintain accurate employee records and HR documentation

  • Establish and improve HR processes to ensure operational efficiency and compliance

2. Employee Relations & Performance Management

  • Serve as a trusted advisor and coach to managers and employees on HR-related matters

  • Lead performance review cycles and support career development planning

  • Address workplace concerns, manage conflict resolution, and promote fair employment practices

  • Strengthen leadership capability through ongoing management coaching

3. Talent Acquisition & Employer Branding

  • Manage full-cycle recruitment activities, including job postings, interviews, and offer negotiations

  • Partner with internal stakeholders to attract and hire high-quality talent

  • Contribute to strengthening the organization’s employer brand in the Japan market

4. Culture & Employee Engagement

  • Lead initiatives that promote employee well-being, engagement, and internal communication

  • Design and implement programs, events, and communication strategies to foster an inclusive and collaborative culture

  • Reinforce organizational values through consistent culture-building efforts

5. Leadership & Team Management

  • Supervise and support the Concierge and P&O Executive in their daily responsibilities

  • Provide ongoing coaching, feedback, and development guidance

  • Ensure effective execution of team objectives and HR deliverables

V. Minimum Requirements

Experience & Technical Expertise

  • 5–7 years of progressive HR experience, ideally within a multinational or cross-cultural environment

  • Strong knowledge of Japanese labor legislation, payroll administration, and statutory HR compliance

  • Demonstrated ability to independently manage HR operations and lead a small team

  • Strong interpersonal, communication, and problem-solving skills

  • High level of discretion, professionalism, and integrity

Language Requirements

  • Native or business-level Japanese

  • Business-level English (spoken and written)

Education & Certifications

  • Bachelor’s degree in Human Resources, Business Administration, or a related field

  • Professional HR certifications (e.g., Japanese Social Insurance and Labor Consultant qualification, SHRM, or equivalent) are advantageous
